What is the Air Force Privatization Program? What is Dover Air Force Base Properties, LLC?

Dover Air Force Base Properties, LLC is the company that owns and operates the family housing at Dover Air Force Base. The Air Force Privatization Program is a government initiative which allows the services to leverage appropriated construction funds and government-owned property to attract private capital to improve military housing. The Air Force Privatization Program offices have planned and implemented the program, policies, and procedures for the transition to the private-sector developer, Hunt Building Corporation.

How does privatization affect the service that military members receive?

We pride ourselves in our commitment to our customer services and the Dover Air Force Base Properties, LLC promises to deliver a product that meets or exceeds the standards in the surrounding community. Dover Air Force Base Properties, LLC (DAFBP) has extended housing office hours (Monday – Friday, 8 a.m. - 5 p.m. and Saturday 9 a.m. – 12 p.m.), provides 24-hour maintenance call center, professional landscaping company to mow front lawns and common areas in all the housing communities, and provides high-speed internet hook ups in all of the homes.

How does military housing privatization affect a service member's Basic Allowance for Housing (BAH)?

Privatization does not affect the amount of BAH that is paid to the service member. Prior to privatization, service members did not receive BAH if they lived in military housing. Under the Military Housing Privatization Initiative, all service members choosing to live in privatized military housing receive their BAH and use the BAH to pay the privatized housing provider. The rent payment (BAH minus a utility allowance) will be automatically transferred to Dover Air Force Base Properties, LLC at the end of each month; this process will be performed and monitored by Military Assistance Company, LLC (MAC), the world's largest processor of automatic payroll deductions for military and civil service employees. The BAH is used by the company to maintain and operate housing.

Please explain more about the BAH entitlement and rent allotment.

The government determines the service member's BAH based on the cost of similar rental property near the base, typical utilities, his/her rank and the typical cost of Renter's Insurance. An allotment from the service member's account is set up to pay rent to Dover Air Force Base Properties, LLC.

Who processes a service member's allotment?

Military Assistance Company, LLC (MAC), the world's largest processor of automatic payroll deductions for military, will be processing military personnel allotments. This company is currently processing rent allotments for 40 DoD installations. MAC systems assure payment directly from the service member's pay. When the BAH rates are adjusted annually, MAC will automatically update the allotment amounts; it will be seamless to service members. In addition, MAC's error reports, run at each processing date, will help fix any problems quickly

Is BAH counted as income? Specifically, does it affect the cost of children's day care?

BAH is an entitlement and is not to be counted as taxable income. However, it will be included in gross income. Programs based on an individual's gross income may be affected.

How does rent work for families where both parents are military members?

Both members will receive BAH. The senior member will receive it at the with-dependent rate, while the junior member will receive it at the without-dependent rate. Under current Department of Defense rules, only the senior member's BAH at the with-dependent rate will be used to calculate the rent amount, so the family can keep the BAH of the junior member.

Please explain more about the lease.

The lease is a standard resident agreement used by all privatized military housing and conventional (civilian) rental properties. Residents are required to sign a lease in order to reside in housing. The lease specifies the rights and responsibilities of residents and the landlord. The lease also sets the service member's BAH as the rent payment to Dover Air Force Base Properties.

If I earn a promotion during the lease period can I move to another base house commensurate with the new rank?

In the event of a promotion, the member may request a move to the category housing which is appropriate for his or her rank; the move would be voluntary and at the member's expense. The member's rent will be increased to match the increased BAH. The move is subject to housing availability.

Who will provide security to the housing areas?

All gate access points of Eagle Heights are under military control. The Police and Fire services are responsible for providing security in Eagle Heights at Dover and are paid for by the project.

Will garbage be picked up?

Yes. Hunt will be responsible for trash pickup and recycling at no additional cost to the resident.

The property manager will cut our lawns with the exception of fenced areas. What happens if they destroy any of my personal belongings?

If any property is damaged or destroyed, call your neighborhood manager immediately to report the damage. The neighborhood manager will work to resolve the problem. Lawns will be cut on a regular schedule, and care should be taken to remove items that may be run over.

How do I contact Maintenance if I have a service order?

Dover Air Force Base properties, LLC provides a 24-hour a day service line. You will talk to a real person to provide the details about your maintenance service request. You can also submit a work order on our web site. Dover Air Force Base properties, LLC will even take care of your request if you can not take time off from your busy schedule to be in your home.

What are the rules for owning a pet? Is there a pet deposit?

Residents are limited to two pets (dog, cat, bird, or fish aquarium). Pets that weigh more than 100 pounds will not be accepted and certain breeds of dogs are not allowed, including Pit Bulls, American Staffordshire Terriers, Rottweilers, and Doberman Pinschers.

What if I get PCS orders during the course of the one-year lease? What if I retire or get out of the military?

The lease will include a standard military clause addendum. If a service member receives orders, retires, or leaves the military, he/she will be released from any lease obligations with a 30-day written notification.

What are the requirements for vacating?

A written 60-day notice, which begins the first of the following month, is required to vacate. If a one-year lease is broken before the expiration date, you will be assessed and early termination fee equal to one month’s rent. If moving for a reason as defined in the Military Clause Lease Addendum or under special circumstances as defined in Paragraph 4 and/or 5 of the lease, a 30 day written notice is required before vacating the home. To non-renew your lease, a written 45-day notice is required prior to the expiration of the lease. If the management office is not notified at least 45 days prior to the expiration date of the lease, it then becomes a 60-day notice beginning the first of the following month. Homes must be in the same condition as the time of move-in with the exception of normal wear and tear. A move-out inspection must be scheduled with the management office at the time the written notice is given. Please contact the management office as soon as you are aware of your moving arrangements.

Utility

Which utilities are service members responsible for?

Service members are responsible for electric and gas used. Service members are NOT individually responsible for water, sewer, or utilities consumed in common areas or vacant homes.

How often will I be billed?

Consumption reports are generated once a month. You will receive a bill from both utility companies each month.

If a bigger family is living in the same home as a smaller family, they would pay more for utilities? How is that fair?

Under privatization program, members who have more children will be placed in bigger homes. Bigger homes have larger utility allowances, since the allowance is calculated based on floor plan.

The purpose of the Basic Allowance for Housing (BAH) program is to provide fair housing allowances to service members. Since the goal is to help members cover the cost of housing in a private sector, rental housing costs in the private sector are the basis for the allowance. BAH includes local price data for utilities; this allowance is for utilities as part of your compensation. Compensation is not determined by the size of your family, but by your rank.

When will a service member be responsible for utilities?

All new residents will be responsible for utilities upon taking possession of the home.

If I move out during the middle of a month, will I receive a statement for these charges?

Yes. Your monthly consumption bill will be pro-rated to reflect your move out date.

Why are members being held responsible for their utilities?

Responsibility means awareness of usage and conservation. You will owe out of pocket expenses for excess usage; therefore there is a likeliness to conserve energy and bring the usage down. You will not have to pay the entire utility bill out of pocket, only what is above the utility allowance.
